Transportation Planning
SECED, also know as the Southeast Colorado Transportation Planning Region, contracted with the Colorado Department of Transportation to produce a regional multimodal transportation plan. US Highways 287 also known as the Ports to Plains highway
and US highway 50 are the two regional priority roadways. Also included are plans for airports, railroads, public
transit, and pedestrians needs. SECED, sub-contracted with one consultant to develop the plan.
The Santa Fe Trail Scenic Byway Plan has generated three byway designations, of which two are federal. SECED reviews and endorses regional scenic byway, transit and enhancement applications developed by member local governments. These three
special programs are made available by the Colorado Department of Transportation and implemented regionally by SECED.
Applications are received, approved and prioritized by SECED then sent to the Colorado Department of Transportation for review and funding.
